Noi Bai – Lao Cai expressway construction project (stage 1), operated and managed by Vietnam Expressway Corporation (VEC), is the expressway project with the largest scale up to now. The project was launched on 25/4/2009 and the entire line was put into use on 21/9/2014.

The efficiency of the project

The emergence of Noi Bai – Lao Cai expressway is the changing factor for the transportation system of our country, it is also a significant incentive which fosters the socio-economic development, reveals the tourism potential, attracts the foreign investment, all of which resulted in positive changes in the life of the people in the Northwest region.

Circulation on Noi Bai – Lao Cai expressway has reduced the travelling time from Ha Noi to Yen Bai, Lao Cai, Tuyen Quang, Lai Chau, Ha Giang by 1/3, saving 20-30% cost. It is estimated that this expressway would benefit our society with 1.800 billion dong in a year’s time.

Other than an apparent economical efficiency, the exploitation of Noi Bai – Lao Cai expressway has also decreased the traffic density, contributing to the diminishing traffic jams and accidents on National road 2, National road 2B, National road 32C, National road 4E and National road 70. Particularly after the circulation on Noi Bai – Lao Cai expressway, 96% of heavy truck and 79% of small car have switched from National road 70 to circulate on Noi Bai – Lao Cai expressway instead; the result is the reduction of 85% of accident on nearby provinces and 95% of fatal accident on neighboring  provinces and national roads…

In order to further improve the traffic safety, reduce traffic accident/mishap, provide customers with the best quality services and enhance the exploitation efficiency of Noi Bai – Lao Cai expressway construction project, Prime Minster has agreed with the request made by the Ministry of Transport to spend a part of the excessive capital from the project (sponsored by ADB) on necessary categories such as adding road for vehicles from Yen Bai to Lao Cai (expanding road from 2 lanes to 4 lanes); reinforcing the slopes; extending the underpass where expansion from 2 lanes to 4 lanes is made; installing the guardrail plates, the light-reflecting road studs and the shock-reducing devices throughout the line… These additional categories mainly concentrate at the A5, A6, A7 and A8 bidding packages with the total construction fee being around 740 billion dong.

On 03/11/2016, VEC began the construction of the A6 bidding package additional category and the A8 bidding package traffic safety category (extending the scope of the A6 bidding package) of Noi Bai – Lao Cai expressway construction project. On 30/5/2017, VEC has completed all these categories.

The category work scale

The A6 bidding package additional category (Km150+900 - Km190+420) at Van Yen district, Yen Bai province, includes:

* Road expansion from 2 lanes to 4 lanes at certain parts of the line with slope being           ≥4%, at curved paths which hinder the driver’s ability to see and paths with long passing distance, consisting of 4 parts (Km160+140 – Km162+750; Km163+300 – Km164+920; Km176+800 – Km180+970;Km187+260 – Km188 + 600) with a total length of 9,74km, and a cross-section of 24m (covering 04 lanes for vehicle, 02 emergency stopping lanes with center median strip, non-motorized lane and verge).

* Extending 15 underpasses; constructing 8,7km of collector road; reinforcing the slopes (Km162+360 – Km162+520) with the inclined-roof digging method, combined with grass growing, mortared riprap and cement…

* The traffic safety system abides by the national Standard of road signaling QCVN 41:2016/BGTVT and the standard of expressway signboard 22TCN331-05. The center median strip is constructed from prefabricated cement components (each component is 3m length, 0,5m width, 0.8m height); with an anti-glare net installed above it (2m in length and 0.50m in height each).

The quality of the A6 bidding package and the A8-bidding-package-traffic-safety-category construction at sections: (Km160+140 – Km162+750; Km163+300 – Km164+920; Km176+800 – Km180+970; Km187+260 – Km188 + 600) all comply with the technical requirement, the construction and inspection standard of the Project, which are strictly monitored by the supervision Consultant. The fundamental Inspection Council and the Ministry Inspection Council have evaluated the work quality to meet the requirement of the design and it basically can be put into use.

On 15/6/2017, the Ministry of Transport issued an official correspondence No.6494/BGTVT-CQLXD that allowed the VEC to begin circulating the line, to temporarily exploit the extending scope of the A6 (extension from 2 lanes to 4 lanes) and the A8 bidding package traffic safety category (extending the scope of the A6 bidding package) of Noi Bai – Lao Cai expressway construction project.

During the construction period of the A6-bidding-package-additional-category and the A8-bidding-package-traffic-safety-category work (extending the scope of the A6 bidding package) of Noi Bai – Lao Cai expressway construction project, VEC conducted guidance for the Northern expressway project management Board and the supervision Consultant to regularly inspect the traffic safety, the laboring safety and the environmental sanitation enforcing work of the Contractor to make sure it abides by the contract terms. As a result, during the 7 months of construction, VEC was able to secure the safety of the people and the vehicles that participate in traffic on the operating line.

VEC did also modify the traffic organizing Plan for the 4 expanded parts (from 2 lanes to 4 lanes) from the A6 bidding package additional category of the Noi Bai – Lao Cai expressway construction project in order to uphold the traffic safety order, utilize the best circulating potential of the line, minimize traffic jam and improve the investment efficiency of the project.- VEC
