VIETNAM BECOMES ONE OF 3 COUNTRIES IN THE WORLD TO MAKE OCS

On June 1, 2017, Viettel Group announced that it has successfully deployed an online charging service called vOCS.

On June 1, 2017, Viettel Group announced that it has successfully deployed an online charging service called vOCS. After six years of programming, and many failures, Viettel officially started operating vOCS 3.0 at the end of last year. Within 6 months Viettel extended its vOCS to 90 million subscribers.

The system, fully created by Viettel, can serve 24 million subscribers/site while the biggest OCS in the world hitherto only served 12 million/site. Furthermore, its vOCS is able to design different fee packages for different customers, a function that other OCS systems cannot match. Despite its outstanding functions, the cost of the vOCS 3.0 system is only around 30 - 40 per cent of that of other international vendors’ OCSs. It has enabled Viettel to not buy OCSs for six markets -- Vietnam, East Timor, Peru, Cameroon, Burundi, and Tanzania – where it has a total of 140 million subscribers. The savings is estimated at around US$50 million. In future Viettel will use the system in all its international markets. In the next step the vOCS3.0 will be commercialised. The product is technically complete, awaiting packaging and marketing and will be sold to international customers. The OCS is considered the most important tool for a telecom service provider because it contains all customer consumption data, business policies, products and services. At present there are only three companies, Ericsson (Sweden), Huawei and ZTE (China), that can make OCSs and all telecom service providers around the world must buy their OCSs from these three companies. With Viettel’s vOCS, Việt Nam has become one of the most countries nation in the world to create OCSs. Mr Nguyen Dinh Chien, Viettel Group general deputy director, who is in charge of research and development, said: “Right now information security and safety has become the biggest concern for all countries in the world. Being the biggest information, communications and technologies group in Viet Nam, Viettel has set itself the responsibility of researching and successfully creating telecom infrastructure to ensure information security and safety and protect our cyberspace.

Around 20 – 30 per cent of Viettel’s telecom infrastructure equipment is manufactured in-house. Viettel has set itself the goal of making Viet Nam one of the three nations which make the most telecom equipment in the world.” At the recent IT World Awards Viettel vOCS 3.0 won the silver prize in the category of most creative IT products. The awards ceremony is expected to be held on June 26, 2017, in San Francisco in the US.

 What is OCS? OCS (online charging system) is a system that allows telecom service providers to bill in real time for 2G, 3G, 4G và PSTN/ADLS/FTTH services provided to all smart devices including M2M, V2V solutions for electricity, water and traffic. OCS also supports telecom service providers in setting up billing, operating, saving and managing. It also establishes fee packages for all services that telecom service providers provide such as voice, data, SMS, VAS… OCS is considered central to the system that a telecom service provider must have in setting up business plans, improving business flexibility and increasing competitiveness. vOCS is an online charging system in real time created by Viettel (v stands for Viettel and also Vietnam). Research for the system began in 2011 by a team of 20 Viettel software engineers. vOCS has been developed with three versions. Version 1.0 could serve 1 million subscribers/site, version 2.0 increased the number of customers by 8 million/site, and version 3.0 can serve 24 million/site, the largest number of subcribers any OCS system in the world can serve. Before this the biggest OCS in the world could serve 12 million/site. Besides handling the largest number of customers, vOCS 3.0 also has a unique funtion: it allows every customer to create their own billing package appropriate for their usage. The time it takes a telecom service provider to install the vOCS 3.0 system is around 3 – 4 months with a compact staff of just 3 – 5 (while other international vendors require 12 months with 50 experts). The development team for vOCS 3.0 has 30 engineers of whom 80 per cent were under 30, some have just graduated and 10 are women. Viettel currently uses vOCS 3.0 in six markets -- Vietnam, East Timor, Peru, Cameroon, Burundi, and Tanzania -- with a total of 140 million subscribers and is set to deploy it in Laos, Myanmar and Cambodia./.
