In 2018, Vietnam and France commemorate the 45 years of diplomatic relations and five years of strategic partnership. Looking back on the progress in the past time, the relationship between the two countries increasingly developed and diversified in the bilateral or multilateral framework, contributing to mutual understanding and fruitful cooperative relations in many areas. In particular, cooperation between Vietnamese and French localities is one of the important factors to push relations between the two countries to the new heights.

Located in the northwest of France about 600 km from Paris, Brest is a big port city, a leading research and development center with many prestigious universities and colleges in the maritime, telecommunications, etc.; and is home to various marine-related businesses and institutes.


On 05 October 2011, the People's Committee of Ba Ria - Vung Tau and the Government of Brest Ocean Metropolitan Area signed a MOU cooperation in training, research, and creation of marine science and technology. From 11 to 15 November 2012, the Ba Ria - Vung Tau delegation participated in the international conference on marine and coastal biodiversity in Brest, in which it focused on the topics of integrated coastal and marine management, economic-based models on biodiversity, etc. In June 2013, Ba Ria - Vung Tau province organized a delegation to attend the 9th Vietnam - France Decentralized Cooperation Conference in Brest and present two presentations on coastal erosion and tourism development for the sustainable development.


Meanwhile, in the implementation activities of the cooperation agreement, in February 2015, La Croix Rouge College (located in the city of Brest) established cooperative relations and signed a MOU  cooperation with Ba Ria - Vung Tau University regarding scientific research, student exchange, internship guidance and cultural exchange. By the end of 2016, the two sides proposed a joint scientific research project on the design and manufacture of measuring equipment, automatic water quality monitoring and warning systems for aquaculture in the province. In February 2017, La Croix Rouge College awarded two internship placements in France (from 02 to 03 weeks) to students and continued to support the electronics for teaching activities at Ba Ria - Vung Tau University. Recently, in May 2018, Ba Ria - Vung Tau University in collaboration with the University of Bretagne Occidentale (headquartered in the city of Brest, the Finistère department) installed a water environment monitoring system using automatic sensors to to measure parameters of the water environment such as salinity, chlorine concentration, oxygen concentration, sea water temperature, etc. for 01 household in Long Son commune, Vung Tau city.


It can be said that the above-mentioned activities have contributed to strengthening relations between Ba Ria - Vung Tau and the city of Brest, which creates a basis for the concretization of cooperation in fields, especially science. - technology for marine economic development in line with the socio-economic development objectives of the province; concurrently, actively develop the external activities of Vietnam.
