External relations work at the local level has been gradually played a significant part in the foreign policies of Viet Nam with other nations. Therefore, Ba Ria – Vung Tau province has put its focus on international cooperation, established relationship with many foreign localities and organizations, and launched several programs for improving the efficiency and effectiveness of concluded agreements in order to promote the provincial socio – economic development.

Statistically, Ba Ria – Vung Tau province has tied its relationship with 15 foreign localities, attracted investment from 21 countries and territories with the total registered capital of 25,508 million USD (August 2017), worked closely with 25 NGOs which have operation licenses in Viet Nam, and received a number of ODA projects, etc. The official partners of the province include Rostov, Sverlock, Nenetskiy, Bashkortostan (Russian Federation); Ansan, Pohang, Jeollanam-do (South Korea); Kawasaki, Izumiotsu (Japan); Northern Territory (Australia), Brest Metropole Oceanne (France); Nova Scotia (Canada); Padang (Indonesia); Singaporean Business Federation and Mizuho Bank (Japan).

Through signing agreements with foreign localities and organizations, the province has contributed to the relations of Vietnam with many countries and territories, which helps to realize such relations intensively and practically. These agreements have also been the foundations for dialogues between Ba Ria – Vung Tau and foreign partners in order to seek for cooperation and investment opportunities, especially in many high-value projects which can be realized thanks to the capital source, modern technologies and experiences of such partners. Many large-scale projects being operated in the important sectors of industry, seaports and tourism, etc., have become a momentum for the local economic growth and structural transformation, contributing to export growth, increased budget revenues, job creation as well as a spillover in terms of capital, technology, management level, labor skills, and production.

In the implementation of international organizations, Ba Ria – Vung Tau province has always been complied thoroughly with lines and policies of the Party and applicable laws related to international agreements and commitments, such as: International Treaty Code; Ordinance No. 33/2007/PL-UBTVQH11 dated 20 April 2007 on conclusion and implementation of international agreements, etc. In 2017, in order to realize the Prime Minister’s Directive No. 22/CT-TTg dated 23 May 2017, the Provincial People’s Committee issued the Document No. 5293/UBND-VP dated 13 June 2017 in order to assign related departments and agencies to strengthen their works in monitoring and implementing international agreements with effective approaches.

Concurrently, the province receives about 70 foreign delegations per year with the aims of improving friendship exchanges and seeking cooperation opportunities in socio – economic sectors. The province also organizes approximately 10 business trips to countries and territories, namely Australia, France, Japan, Russia, South Korea, Taiwan (China), Thailand, etc. for research and learn experience. These exchange activities encourage mutual understandings between the province and foreign partners and help foreigners understand Vietnamese people, foreign guidelines and policies of the Vietnam’s Communist Party and the Vietnamese Government, the status of the socio – economic development of Vietnam in general and Ba Ria – Vung Tau in particular; therefore, they contribute greatly to the friendship and partnership between Vietnam and foreign friends, help to call further support of countries and territories for the provincial development programs, and promote cooperation in the fields of economics, trade, healthcare, education, environment, climate change mitigation, and adaption, etc. 

In the upcoming time, Ba Ria – Vung Tau is going to continue its focus on research and assessment on international cooperation in order to identify its potential foreign partners on the basis of mutual benefits and promte the provincial investment and socio–economic development.
