Regarding the management and operation of the expressway by VEC in the 1st quarter of 2017.

Vietnam Expressway Corporation (VEC) is the current Contractor and manager of 6 expressway projects with total investment being 135.000 billion VND; 3 of which have been put into operation (Cau Gie – Ninh Binh expressway, Noi Bai – Lao Cai expressway and Ho Chi Minh City – Long Thanh – Dau Giay expressway) with the total length of 350km.

After being put into operation, the expressways have significantly contributed to the breakthrough of the Transport sector, the socio-economic  shift and created a leverage for exponential GDP growth in regions along the lines and their neighborhood; transport and tourism sectors, in particular, benefit directly from the expressways as the distance is cut down nearly by half and the transport fee is reduced by 1/3, also 85-95% of mishaps and accidents are curtailed.

Looking back at the 1st quarter of 2017, there were roughly 9.5 million vehicles circulated throughout the expressways managed by VEC, up by 21% compared to the same period last year. Among them, Cau Gie – Ninh Binh expressway served about 3,3 million vehicles, Noi Bai – Lao Cai expressway served more than 2,2 million vehicles and Ho Chi Minh City – Long Thanh – Dau Giay expressway served more than 3.8 million vehicles.

VEC always makes efforts to secure the traffic safety on the expressway as its top priority. The statistic of the first three months indicates that although vehicle output has increased, there were only 19 accidents with 03 dead and 21 injured. The primary reason of those accidents were the attitude of the road users, unwilling to abide by the regulations when circulating on the expressways such as maintaining the safe distance, dozing off, riding motorbikes or foot crossing the expressway…

Load control is maintained by VEC. Other than the load control system now operating in the 2 expressways: Noi Bai – Lao Cai and Ho Chi Minh City – Long Thanh – Dau giay, VEC put into use a load control system in Cau Gie – Ninh Binh expressway in the 1st quarter of 2017. As of the end of March 2017, there was 640,000 vehicles subject to load check, among which 17,100 were detected with 14% - 27% of overloading. All violating cases were refused service by VEC or handled by the traffic police force C67. Notably, Cau Gie – Ninh Binh expressway has been deployed for less than 1 month, yet there have been more than 3.000 overloaded vehicles are refused service; or an average of 6,500 – 7,500 vehicles controlled day/night.

Besides, during the 1st quarter of 2017, VEC also refused service to 11 vehicles for violating the stopping and parking regulation on the expressway, 03 cases transferring loads on Noi Bai – Lao Cai expressway and 01 case trespassing and assaulting toll collector on Cau Gie – Ninh Binh expressway.

 

 

- According to General Statistics Office Of Viet Nam (GSO), in the first quarter of 2017, socio-economic efficiency assessment of the expressways showed that passenger transportation increased by 8.7%, freight increased by 14.7% over the same period last year.

- In particular, in the first quarter of 2017, provinces where the expressways has been operated such as Yen Bai, Lao Cai, Vinh Phuc, Phu Tho, Dong Nai ... , saw the pace of economic growth and investment attraction rising. As of now, according to GSO, the statistics reveal the following:

 

- Firstly, at Yen Bai province, transportation activity increased in volume and sales (4.8% in tons and 4.8% in revenue compared to 2016; up by 1.5% in volume of passengera and 1.9% in sales compared to 2016). Activities to attract invesment in Yen Bai have been on the surge; Total investment capital for social development has risen by 23.3% and 2.5% in the total budget revenue over the same period last year. From the beginning of the year until now, 17 new businesses have been formed with total registered capital of 190.5 billion VND

 

- Secondly, according to a Vinh Phuc People's Committee’s report, many construction and, transportation projects have been invested and built with modern scale, which link to the Noi Bai – Lao Cai expressway project, with a length of more than 40km (from km7+700 to km47+900) across Vinh Phuc province. The expressway project has promoted trade between Vinh Phuc province with the northern path of Vietnam and the Red River Delta area. It has also contributed to an enticing business environment, promoting industrial tourism and service development to Vinh Phuc province and surrounding areas. By March, 2017, Vinh Phuc has attracted 234 FDI projects and 663 DDI projects. Among them, many companies namely, Toyota Vietnam, Honda Vietnam, Piaggio Vietnam, Viet Duc Steel, Vinh Phuc Prime have grown successfully, creating tens of thousands jobs for people, increasing revenues for the state budget and total export turnover, contributing positively to the socio-economic development of the province.

 

- Phu Tho province, the Noi Bai – Lao Cai expressway that link to Phu Tho province has opened a new opportunity for the development between the province with the Northwest provinces and Ha Noi. Specially, thanks to the Noi Bai - Lao Cai expressway being linked with the Viet Tri city center and the industrial zones, the socio-economic and tourism development of Viet Tri in particular and Phu Tho province in general will be more comprehensively augmented, catering to the needs of tourists when they travel to the Ancestral Land.

 

 

- According to the Department of Planning and Investment of Dong Nai province, in the first 3 months of 2017, the province had 561 newly established enterprises and 97 businesses increasing capital. Especially, in March 2017, many businesses have been established with high registered capital. In 2016, foreign direct investment (FDI) of Dong Nai reached nearly  2 billion US dollar, among the top FDI provinces in the country.
