1. Deputy Prime Minister, Foreign Minister Pham Binh Minh to attend the 3rd Foreign Ministers' Meeting on Mekong – Lancang Cooperation (MLC) (14-16 /12/2017)

At the invitation of China's Foreign Minister Wang Yi, Deputy Prime Minister, Foreign Minister Pham Binh Minh will attend the 3rd Mekong-Lancang Foreign Minister’s Meeting (MLC) from the 14th to16th December 2017 in Dali, Yunnan, China.

The third Mekong-Lancang Foreign Minister’s Meeting is expected to focus on: (i) reviewing implementation of the outcome of the First Mekong-Lancang Cooperation Leaders' Meeting and the Second Mekong-Lancang Foreign Minister’s Meeting; (ii) discussing future orientations for cooperation.

2. Deputy Prime Minister, Foreign Minister Pham Binh Minh to make an official visit to Korea (19 - 21/12/2017)

At the invitation of Korean Foreign Minister Kang Kyung-wha, Deputy Prime Minister, Foreign Minister Pham Binh Minh will pay an official visit to Korea from 19-21 December 2017

During the visit, Deputy Prime Minister, Foreign Minister Pham Binh Minh will hold talks with Foreign Minister Kang Kyung-wha, make courtesy calls to Korean leaders and other activities. The visit is to maintain positive development of bilateral relations between the two countries, promote cooperation in diplomacy, security, national defense, economics, trade, investment and culture, education, labor ... between the two sides. The visit also coincides with the 25th anniversary of the diplomatic relations between the two countries (22/12/1992 - 22/12/2017)

3. Press conference on Hue Festival 2018 (19/12/2017)

Hue Festival 2018 is scheduled to take place from 27 April to 2 May 2018 with the theme: “Cultural Heritage with Integration and Development; Hue – one destination, five World Heritages”. 2018 will be the 10th Hue Festival held in Hue city, Thua Thien Hue province. The Festival is a major cultural event in honor of cultural heritages of Hue. Hue Festival 2018 coincides with other anniversaries such as the 230th anniversary of Nguyen Hue's crowning as Emperor in Ban Mountain, 25th anniversary of Hue Citadel recognized as a UNESCO World Cultural Heritage, 15th anniversary of Hue's Court Music recognized by UNESCO as a Masterpiece of the Oral and Intangible Heritage of Humanity.

Hue People’s Committee in coordination with Ministry of Foreign Affairs, Ministry of Culture, Sports and Tourism and Ministry of Information and Communication will host an international press conference on Hue Festival 2018 at 2.30 pm, Tuesday, December 19, 2017, at the Government Guest House, 12 Ngo Quyen Street, Hanoi.
Correspondents could register with the Press Information Department, Ministry of Foreign Affairs, for attending the event.


Could you give updates on Vietnamese workers caught in the fire in a factory in Taiwan this morning?

According to the Vietnam Economic and Culture Office in Taipei, on the morning of December 14, 2017, a fire broke out in a dormitory and storage area of an auto window film factory in the city of Taoyuan, Taiwan.

As soon as the news came, the Office immediately sent officers to the site for further information and conduct necessary citizen protection measures.

Taiwan’s local authorities informed that as of the noon of December 14, 5 injured Vietnamese workers had been taken to hospital, 2 of those had been discharged. 6 other Vietnamese workers are yet to be accounted for. Local authorities also said 6 bodies were found in the fire and are now being identified.

The Office staff are at the site to coordinate with Taiwan’s authorities in search and rescue operation and to get updates on the situation.

The Philippines’ media recently reports that the country’s police has found the remains of Mr. Pham Minh Tuan, captain of MV Royal 16 vessel kidnapped by Abu Sayyaf on November 11, 2016. Please verify this information and if it is correct, how will his remains be repatriated?

Under the instruction from MOFA, the Embassy of Viet Nam in the Philippines requested the Philippines’ authorities to exhume the remains believed to be Mr. Pham Minh Tuan’s. On December 8, 2017, the exhumation was undertaken in Jolo, Sulu, the Philippines. At present, agencies from both Viet Nam and the Philippines are performing DNA testing.

If the DNA is confirmed to be Mr. Tuan’s, Viet Nam’s relevant agencies will work on necessary procedures to bring him home.

Is it true that the Vietnamese sailors being prosecuted by the court of Ranai City have been on hunger strike?

On December 12, 2017, the court of Ranai city, Riau Islands Province, Indonesia sentenced two Vietnamese fishermen Cao Van Hoang and Hua Minh Trung either a IDR500 million fine or five months in prison. An appeal against the decision has been filed to a higher court.

Since the 5 vessels were captured, MOFA and the Embassy of Viet Nam in Indonesia have been taking numerous measures to protect the legitimate rights and interests of the fishermen. Regarding the trials, the Consular Department has met the Embassy of Indonesia in Hanoi on many occasions; The Embassy of Viet Nam in Indonesia has also worked with Indonesia’s authorities to request the trials be proceeded in a fair manner and in line with international law, and the fishermen as well as their fishing vessels and equipment be released should there be insufficient evidence to prove otherwise. The Embassy of Viet Nam in Indonesia has closely followed the case and met with the fishermen. The Embassy will continue to take necessary measures to protect the legitimate rights and interests of the fishermen.
Will the Vietnamese Embassy in Indonesia send its representatives to the coming trials?

As far as I know, representatives from the Embassy attended two previous trials. Should the situation require, the Embassy will have its representatives attend the upcoming trials to make sure that the legitimate rights and interests of the fishermen are protected, and the trials taken place in a fair manner and in line with international law.

In 2017, many Vietnamese fishermen are said to be arrested overseas. What is your comment and what are the measures Viet Nam has taken so far?
Viet Nam is willing to cooperate with other countries in implementing measures to prevent and combat illegal fishing. Viet Nam and other countries in the region already have the cooperation mechanisms in place./.
