The construction project of Ho Chi Minh City - Long Thanh – DauGiay highway is the first project in the South which is funded, managed and operated by the Vietnam Expressway Investment and Development Corporation (VEC). The project kicked off on 3rd October, 2009, openned completely to traffic on 8th February 2015, with the total length of 55 kilometers and spanning Ho Chi Minh City and Dong Nai province.
Ho
Chi Minh City - Long Thanh - DauGiay Expressway is an arterial route on the North - South expressway and
located on Southern key economic zone which is one of the most dynamically
developed areas and a biggest contributor the Vietnam’s economy. This is also an
very important transport project and bring great economic efficiency
Since the first 20km technical openned (January 2rd,
2014), Ho Chi Minh City - Long Thanh - DauGiay has safely and smoothly served
about 30 million vehicles as of 10th
March 2017, with current average traffic reaching 37,000-40,000 vehicles
per day/night. In particular, during Lunar New Year holidays, this highway has
served up to 65,000 vehicles per day.
With the desire to constanly
provide customers with the best quality of service, VEC has put into operation the Intelligent
Transport System (ITS) on the Ho Chi
Minh City - Long Thanh - DauGiay highway to further strengthen the management
and control of traffic on the route; timely handling traffic accidents, supervising
the operation and maintenance of equipments installed along the route to make
sure they function in the best working conditions, safety and convenience for vehicles and
contribute to the maximization of the investment efficiency of the project.
Intelligent Transport System
(ITS), toll collection system, monitoring and communication system (ITS) under
Package 4 - Ho Chi Minh City - Long Thanh - Dau Giay highway project.
The package is funded by Jica which is one of the
project components introducing modern
technology that requires high level of professionalism of the construction
units , consultants and operating staff.

Intelligent Transportation System (ITS) includes
devices with specific functions as given below:
1) A camera system
installed along the expressways includes 16 closed-circuit television camera
(CCTV) and 54 vehicles detector stations (VDS) to help supervisory staff
identify traffic volume, incidents and accidents on the expressways accurately.
All image and video data
is transferred to Operating Centre of ITS (located at Km6+300, Phu Huu Ward,
District 9, Ho Chi Minh city). The data is supervised and processed by the
staff 24/24 contributing to enhancing active cooperation with appropriate
authorities, local police, traffic police and rescue teams...in tackling
violations of traffic rules and rescuing on expressways.
2) Wireless communication
system and internal communication system assist information exchange and allow
related units to coordinate actions quickly and effectively.
3) Variable-message sign
system (VMS) providing accurate information about the conditions of expressways, the weather and
traffic volume helps road users be aware of current situations. Therefore, they
can control their speed when driving on roads where incidents happen or in bad
weather.
4) Screen system informs
road users about current traffic conditions through Intranet. Road users will
receive traffic information through 2 big screens installed at Service Station
Km41+100, therefore they can choose suitable route.
5) Weigh stations are
installed in front of Long Phuoc, National Highway 51 and Dau Giay toll
stations to control vehicles' weight before entering Ho Chi Minh - Long Thanh -
Dau Giay expressway. These stations can identify, warn and deny services with
overweigh vehicles contributing to protecting infrastructure sustainability and
increasing operational efficiency . Simultaneously, ITS also provides
authorities with images and information to deal with traffic rules violation
cases.
6) Automated toll
stations using RFID (Radio-frequency identification) technology operate by
automatically identifying license plates, classifying vehicles by infrared
sensors, inductive loop detectors and cameras on all expressway lanes.
All vehicles entering
expressways are identified and encrypted related data such as time, name of
station, license plate, type of vehicle...all information is saved on a RFID
tag (an electronic tag that exchanges data with
a RFID reader through radio waves) and sent to vehicle
owners. Before leaving the expressways, drivers will return the tags for the
staff, RFID readers will process the information on the tags and calculate the total fee based on type of vehicle and
distance. After receiving the fee, computers will automatically print receipts
and open barriers.
Beside 33 toll gates
using RFID technology, 8 toll gates using DSRC technology have been installed
on Ho Chi Minh-Long Thanh-Dau Giay expressways.
Applying DSRC technology
shows many benefits:
-Allow accurate
information transmission without being affected by external factors.
-Allow payment
communication even when travelling at high speed (120km/h).
-Integrate other forms of
payment.
-Flexible in switching
from electronic toll collection (ETC) to manual toll collection (MTC).
Closed toll system helps
reduce management and operating cost for the investor, save time and fuel for
vehicle owners. Toll collecting is performed automatically, quickly,
accurately, transparently and fairly which is convenient for supervising and
post-inspecting process.
Closed toll system will
be brought into operation on Ho Chi Minh - Long Thanh - Dau Giay expressway in
April, 2017.
On
March 10th, 2017, VEC officially brought Intelligent Transportation System (ITS)
into operation.
