The Noi Bai – Lao Cai Expressway Project (Phase I) started to be constructed on 25 April, 2009 and come into operation on 21 September, 2014 by the Vietnam Expressway Corporation (VEC) as the investor.

So far, this has been the largest expressway project in Vietnam with the total length of 245km, across 5 provinces/cities (Hanoi, Vinh Phuc , Phu Tho, Yen Bai and Lao Cai)

Over the past 2 years of operation, Noi Bai – Lao Cai Expressway has had approximately 14.3 million vehicles on the road.

In the phase I, Noi Bai – Lao Cai expressway was built under the A class standard. The Hanoi – Yen Bai section has 4 lanes for vehicles with a speed limit of 100kph. The Yen Bai – Lao Cai section has 2 lanes for vehicles with a speed limit of 80kph and 2 emergency stopping lanes.

To improve traffic safety and increase the operation effectiveness of the highway from Noi Bai to Lao Cai under the approval of the Prime Minister and direction of the Ministry of Transport, the Vietnam Expressway Corporation (VEC) has spent a part of the project’s investment capital (sponsored by ADB) for the additional works in the Expressway Construction Noi Bai – Lao Cai Project (Phase I), such as building more overtaking sections from Yen Bai to Lao Cai (upgraded from 2 car lanes to 4 car lanes); reinforcing taluy roof, and adding steel parapet, reflective tacks, and amortisseur for the whole route. The total length of the expanded road is approximately 25km (19.9km of main roads and 5.1km of connections). The works also comprised 33 road tunnels crossing and others. The project is expected to complete by 1 July, 2017.

On 3 November, 2016, VEC started to implement an additional works in the Noi Bai – Lao Cai Expressway Project (Phase I). To ensure traffic safety, labour safety, and environmental sanitation in the completion of additional construction, VEC installed warning signs in conformity with regulations of the Standard Number QCVN 14:2016/BGTVT. Besides, the company established the Traffic Safety Control and Environmental Sanitation Unit and directed the Management Board of North Expressway Project in order to improve traffic safety and creating favorable conditions of drivers on Noi Bai – Lao Cai Expressway. It often checks and monitors the on-site works implemented by the contractors for traffic safety, labour safety and environmental sanitation in accordance with the approved project, reviews and adjusts the project in conformity with reality so as to ensure traffic safety for vehicles participating in traffic.

The additional work process for The Noi Bai – Lao Cai Expressway project (Phase 1) has affected more or less the traffic flow and the quality of customer service. The Vietnam Expressway Corporation (VEC) has sent a sincerely apology to our dear customers for all the inconvenience.
